[VTO]Vehicle Tractor Beam Operation

This certification is completed in game, either as a scheduled event or as needed, and consists of two stages:

Stage 1: Ground Operations Participants use a tractor beam-equipped ship to move cargo between the ground and cargo grid, then to a designated location. They must also reorient a 2 SCU box from horizontal to vertical and ensure it remains stable.

Stage 2: Space Operations In orbit, participants repeat cargo handling tasks, moving free floating cargo to the ship’s grid and then to a designated location using the tractor beam.
